Except if you actually had that option, you wouldn't be seeing the same unwanted headpiece 6 times.. you'd be lucky to even see it once due to lowered droprates.
I think an interesting option would be a guildshop approach, when you buy items for voidwatch credits, and where items only become available if players actually sold them to the shop as well as the player having the progress level to buy them. So if you want stuff from Pil, you actually need to have defeated him and others need to have sold their spare drops to the shop. Buy and sale prices fall and rise as people take or add more items to the stock. Only VW unique items would be found in the guildshop.
