iread FFX1clopedia it dont help becuase it says talk to gate guard thats the problem becuase iam in Windurst an can not find a gate guard,NPC in consul said go to guard house but i cant find.

■If you skipped mission 2-2, you may need to trade crystals to a Temple Knight NPC for rank points. You do not need to completely fill the rank point bar; three stacks of crystals or one stack of Dark/Light crystals should suffice.
■Talk to the gate guard to obtain this mission. The gate guard will send you to Halver inside the castle. Halver will give you the Letter to the Consuls and tell you to travel to Bastok and Windurst and go to the embassy. Which nation you visit first is up to you.
Ok, my understanding is you can't flag/start the quest? I suggest going back to sandoria and speaking to one of the mission quest givers for sandorian residents,

these are sandorian gate guards that start quests for sandorians, however, if you've started the quest and are having problems with the windurst part:
■Now head to Windurst and go to the San d'Orian embassy in Windurst Woods. Talk to Mourices and Forine (G-10) inside the embassy. They will ask you to go to Heavens Tower in Windurst Walls. Inside the tower, Kupipi (in the clerical chamber straight ahead from entrance) will give you a Key Item: Dark Key that will get you inside Balga's Dais.
I suggest, after you start the quest in sandoira, that you finish the bastok part first, if you did this quest by doing windurst first, this may have caused you a communciation problem. So my advice is to reread the wiki, this link is for sandorians only, the quest for windurst and bastok are different links, different start npcs, but similiar missions and exact same name:

and retrace all your steps from the beginning. This can help alot, it may be a pain but you can only help yourself at this point, going back and redoing the mission from the start and retracing your steps can be the difference between playing this game and quiting.

Please note that what I said applies to sandorians only, at this point I'm confused as to your home nation's allegiance and assumed you were sandoria, since the previous poster gave you the location of the windurst npc's and that seems to not have helped you, and you said you traded crystals to the sandorian npc? I'm not sure, can you provide more details?
