There are very few low level players at any given time. You should consider moving to Gusgen Mines if you are level 20 and team up with people in there. I am not sure about your server, but on mine, that is where people normally go until they reach level 30 to 35. You should be able to find some people in there that will help you level up faster. After you make it to level 30, you should head to Jeuno.
