Why is it every 2 handed melee can have ODD/OTD on every attack, and 1 handed melees, who do way less damage then them, get it on only half their attacks?

Same reason 2H weapons get 3 attack for every 4 STR and 3 ACC for every 4 DEX. Because the devs just love 2H weapons more than 1H.
