Hummmm, have you actually transferred the POL account to your SqEX account?

It would seem to me that you have not, and you will need to do this sooner or later.
A little more downwards, does it speak of POL accounts that need to be transferred?

Do note that if/when you transfer (not same as linking) the POL account there, you will need to start using the new payment method as well, or rather choose one of the new methods.

After you have purchased a new, unused Content ID, you can create a character normally in-game, or well, before the character selection screen where you have the option to select, create, or delete a character (and of course cancel is an option there too).
