SCH JA proc doesnt work in voidwatch

ISP: AT&T
Type of Internet Connection: DSL
Internet Connection Speed: no idea, up to ~150k/sec download speeds.
Date & Time: Thursday, Dec 8, 2011 ~9:30 pm CST
Frequency: has happened twice now (in the past .... oh let's say 3 months, SCH JA proc is pretty rare, and most of the time modus veritas gets resisted anyway.)

Race: Hume F
World: Lakshmi
Main Job: SCH
Support Job: RDM
Area and Coordinates: The Boyadha Tree, wherever the rift is for Modron (near entrance).
Party or Solo: alliance of 18 (or close to it)
Monster Name: Modron
Steps:
Alliance member informed me that the monster was vulnerable to SCH JAs, so i cast cryohelix, then used modus veritas. chat log indicated that modus veritas actually stuck, so i used libra, which also stuck, but neither of those JAs caused the monster to stagger.

I remember this was submitted as a bug a while back, but since it isnt fixed i thought i'd re-submit it.
