It is a good idea. The thing with the traverse stone though would make it where people who have none because they spent all of them looking for gear and seals out of repeating it often like everyone else. The 24hr thing is a better way to go imo but what do I know I have been wrong before.
I like that idea or with a little more twist (I know if too many of these are thrown in there it gets out of hand but hey its a thought) Number of seals traded per day can be based off the current number of traverser stones on hand so if you have 4 stones on hand you can trade up to 4 seals for 4 random seals ect.. that way your not just sitting trading 1 seal per 1 day so you have a greater chance of obtaining a seal you want

How about just being able to trade them, 1 for 1, must be same type, to other players. That way they could be put to good use with those needing them now and allow you to stock up on the ones you want either for now or future use.

Does have a problem though. You're going to get people, partcularly in pick-up groups, just lotting seals they don't need over people that do so they can try and trade them in. If there's a time restriction on it there may not be that much of an issue but it will still happen.
I've run into this anyway, when a seal is 'free lot' because i have already claimed one, and i set up the run. For example, because i am not a greedy SoB, i want to finish my thf hands (my husband and i can duo the NM but we don't want sam seals so we do a shout) the mob drops rdm thf sam and pld hand seals. My pld is 90 but i want thf more so i go for thf in my shout, we get a blm whm and sam reply, ok the sam claims the sam seals, i claim thf, my husband goes for rdm, pld free lot. 3 pld one rdm drops first kill, husband gets the rdm and everyone lots the pld, i ask, before i pass, does anyone else have pld that can actually use them? Everyone > Nope --- me> then why lot them? Basic party response > in case i ever decide to lvl it or they become tradeable, and just because they're free lot. me > -.- *lots the pld* party > hey you went for thf why are you lotting pld too? me > because i HAVE 90 pld and they're as u said, free lot. I ended up not getting any of them when i was the only one that could actually USE them. So after an untold # of kills like this, i shout for rdm and sam seals FL we go into the zone with our group and lot thf and pld, pt gets pissed off that i dared to claim 2 job's seals when i'm the one that set up the run and i told them, i'm not going to spend 120mins+ of time trying to outlot people for the last 2 thf seals i need because i claimed pld. Anyway i got a bit off topic really. Anyway, my solution is to be able to trade with someone in party, whom is on your friends list and you must both be on the job you want the seal for and it must be lvl 90 AND you cannot trade gil at the same time as the seal, and they are not AHable or Bazaar'able, SE can do this because their are already items that are similar, or you make an NPC like shami or the porter moogle that will store you're unused seals while you wait to use them up. I kno i have 32 inventory spaces devoted to seals and i also have 3 AFv3+1 pieces on the porter mog for jobs that are lvl 49~.

I would be more inclined to leave the job usage of them alone but maybe make a quest using them to gain some other objective. Get them all/large number and get a reward. Kinda like the moat carp for fishing rod quest. I would make it HARD too. Something like 10k seals for whatever it is the reward is.
just make it able to sell it on Bazaars! easy fix!
