Eldieme Necropolis [S] and Campaign.

For quite some time now it seems every week results in The Eldieme Necropolis [S] falling into the beastmen's clutches. I wish to change this, but can't ever seem to locate the orcs protecting the fortifications. Instead, all I find are fortifications, and we all know how awful the experience points are on them -- you'd be better off going back to the town and taking a thirty minute break to do something else.

So my question is, where do the orcs appear in The Eldieme Necropolis [S]? I know there is one spot at (H-9) where they'll occasionally appear, but almost every campaign this spot is empty. I just ran around the entire first floor and found nothing. Could they spawn on the lower floor? Seems strange that they'd leave the fortifications unprotected up above.

Edit: I also can't see how every time a campaign starts in this zone that none of the beastmen wish to guard it. Their bar is completely full while San d'Oria's is almost completely empty. I've found that generally the fuller the bar, the more willing a nation is to protect it. I could be wrong, but that seems to be the trend in my experience.
