No. If you see a character in that list, reactivating it will reactivate it. The term "Content ID" is basically defunct under the SE account system. Note how it has your character's name, not a Content ID number.

edit: err, wait- you mean you see "Character" in the list of options, with a "cancelled" next to it?

I just don't understand why it would do that, as it's not normally intended to work that way as far as I know.

Actually, I think the SE account system, to which everyone iwll eventually have to change over, does obsolete the CRS. I can't say for sure for myself, because I've never deleted a character (and no character that i've cancelled has ever been deleted for inactivity- As far as I can tell they quietly stopped doing that at least a few years ago)
