Blocked from Avatar Quests

I cannot receive the Ifrit, Ramuh or Leviathan Avatar quests. Have maxed out fame in Windhurst and Norg. Need help because I cannot get these quests. Was able to get all the ninja scroll quests in Norg, but not Leviathan so something is WRONG.

PC, Cable, Have tried everyday at different times, different jobs, different levels.
"Nitewing" - Mithra - Asura - Main Jobs: Samurai/Dnc DRG, MNK, WHM,War,Nin,Dnc - 95 SMN - 78
Solo. NPC in Mhaura for Ramuh quest is Ripapa (Trial by Lightning). NPC in Norg is Edal-Tahdal (Trial by Water). Ands the NPC inKazham is Ronta-Onta (Trial by Fire). Have clicked on them over and over and over many different times, different days, different jobs, and never get anything but something to the effect of "Owie-wowie, I hurt all over" .
