Fellow 90 Cap Will Not Activate

I have completed the last lvl cap quest for the 90 fellow cap. It shows as completed in my quest log. However when talking to my fellow he no longer mentions anything about his lvl in regards to how close he is. At the moment he is 85 and the last time I spoke with him when he did mention the lvl he was half way to 86. Since then I have purchased 10 exp pages for him and used 3 pulls which he stayed out for 100 kills each. I am sure by now he would have lvled to 86 or at least be mentioning something in regards to leveling.

Was duoing GoV in Outter Ruins with fellow npc. Fellow no longer mentions his level information. Fellow is 85 and I have done the last level cap quest and it is noted in my completed quests. The last time my fellow mentioned his approximate level he was almost 86. Since then I have used 10 exp pages and pulled him 3 times for a total of approx. 300 kills. Fellow still has not leveled and still doesn't mention anything in regards to his level in chat.
