Because something like that totally should be a skill.
/sarcasm It's a poor interface design decision, along the same lines as not telling us what we have for half the stats in the game, which staff even once said the reason for the omission by the original devs was unclear.
The mathematicians that play this game might enjoy crunching the numbers and figuring out how the stats work, but it's not something that every average person should have to guess at, or rely on said mathematicians to find out.
Player skill should consist entirely of employing sound tactics and properly and precisely carrying out the actions needed to fulfill those tactics- not in battling the UI for information or its bad controls. Even MMOs that came before FFXI gave the player more information and feedback.
Now I'm not saying that the game should play itself for you or anything, but what final fantasy game other than FFXI doesn't tell you the MP/limit/TP/whatever of every character with you? Every modern RPG online and off gives you this information. Now in the case of FFXI alliances, I do believe they left out the MP bars because the resolution of the PS2 didn't allow for large enough party windows to display MP bars for everyone (note that the alliance party windows + target window + top status window completely cover the right side of the screen at the lowest resolution and ally party windows are smaller than the main party window)
