As tortalius suggested, this particular moogle has questionable command of all the languages he purports to speak, and as such, all broken grammar is intentional--our intention, that is, not his.
That said, I have it on good authority that he is a native speaker of mooglish, kupo.

He's won entire arguments with a single leer.
He is the most interesting galka in the world.
