Reason for confusion:
At the time of use I had forgotten I was level sync'd and didn't realize that the "Enhances Wyvern Breath Damage" effect would be working because I was below the level of the helmet.

You forgot to mention two things:
* The problem (such as WHAT is the problem with said headwear)
* The template (character, zone, mob, ability, date&time, etc. Look at other posts for the template)
