Scholar and Voidwatch

yesterday while doing Voidwatch on my SCH Celaeno had given us a hint that SCH abilities were on of the triggers, and as far as i know SCH only has 2 triggers: Libra and Modus Veritus. I had used Libra several times and modus veritus twice, one of which landed, but nothing proc'd. What's the deal with that? Also if you want to have Modus remain the way it is, no longer 100% accurate, and you want to make it a voidwatch proc, you need to reduce the timer from 10 minutes to 5 minutes.

What was the monster doing when it landed?: standard Auto-attack
In-Game Time: don't remember exact time, was night when it happened
Steps:
1. We were doing Bastok path of Voidwatch, Starting from Tier 1, and finally arriving at Tier 4 Celaeno, fought this monster 3 times
2. Early into the 3rd fight with Celaeno we received a hint that one of the triggers was SCH abilities, i had landed libra 3 times since then, at that time after using a helix, modus veritus missed, so i had to wait for the 10 minutes to use it again
3. Towards the end (about 7 minutes remaining) of the fight i had tried switching to dark arts then using the spell klimaform in hopes that this would increase the accuracy of modus veritus, i used Pyrohelix and waited for an opportunity where it wouldn't clash with it using abilities or spells (im superstitious) and used modus veritus, at which point the spell landed but received no indication of triggering a blitz effect
4. we decided to go ahead and kill Celaeno after me using libra again without providing a blitz effect and during that time until it had died it continued to give us messages that sch abilities were in fact a trigger.

Thank you for that additional information, Sira. Reading the new information, Libra was used 4 times and Modus Veritas was used 2 times.

However, I would like some clarification on the report itself. Is the report being made because the trigger should have activated in those 6 uses, or is the concern that SCH abilities have too much of a downtime between uses to be an effective trigger since they may not always activate?

both actually, modus has such a long down time especially with that fact that is incredibly rare for it to land on most end game monsters. It was especially infuriating that when having used both abilities successfully that it failed to activate a trigger.
