No, they can't because Key Items don't have attributes. They can only either exist or don't exist. Items can store attributes, which is where they store the bitmaps which determine what Armor pieces are being stored on the slip itself.

All Delkfutt Keys are identical, the game just checks to see if you have it or not, thus it can be a Key Item.

All Storage Slip X's are NOT identical, so the game may check to see if you have it, but that won't tell it anything about what armor you have actually stored on it. It could be empty, it could be full. All the game knows is that it exists.

The Event Storage NPCs don't use KIs at all. Actually, they seem to just store your item information server-side. This is a fairly inefficient way for them to store things though, which is probably why they didn't expand this to cover anything else - especially Storage Slip items which cover a positively massive range of equipment.

I'd like Moogles in the MH, though.
