The worst problem here is the fact that the XBOX tosses a generic "Dirty disc read error" message even when the problem has nothing to do with scratched disc or drive problems.
The POL/FFXI disc should install fine through the dashboard install function if the region of the console and disc matches but you shouldn't install it anyway because it will be kept spinning even if it's installed, meaning you're wasting harddrive space. Usually the XBOX spits the "Install of this disc is not supported" when the region mask mismatches.
The POL disc is programmed to only work on NTSC consoles made for USA and there's other kinds of NTSC consoles, like there's several types of asian consoles that are NTSC J yet SE can make a disc that will only boot on the console intended for the Japanese market ...
Since you changed your console and harddrive, it could be indeed a problem with the new console being unable to read the disc as it happened with my Lost Odyssey game when I changed the console.
The new halo reach edition XBOX360s I bought can't read my Lost Odyssey discs while the old one can read it fine. Too bad the old one is a 2006 console which has gone "flaky" last december, hence me replacing it ...
