While using blm turban and stormwaker frame I noticed the highest stat is mnd. Then chr and with a long gap int. Isn't this very weird for a puppet designed for blm functions?

Automaton heads don't give stats (as far as I know), only skill rank modifiers. Stormwaker frame (@ 90) should have:
INT 85
MND 91
CHR 88
"Puppetmaster was our last best hope for peace. It failed.
Now it's our last best hope.. for victory!"
