I will never waste a penny on the three add ons. I refuse to pay for storyline additions that come with gear without any new areas in sight. If time wasn't spent on new(despite reskinning)content, I'm not paying for it. Imagine having to pay for updates every 3 months... it's the same thing. So in this respect I would be limited to doing this quest. Just like how I'm banished from the test server because I didn't pay 30 dollars for three cheap, half assed, add ons.
Following the Maat's Cap ideal, capped combat and magic skills on all 15 jobs for another piece. Capped craft skills for another. Having all missions done for rank(all three nations)/cop/toau/wotg for another. Having all quests done in Bas/Win/San/Jeu/WG/Rab/Sel/Mhr/Nor/Kaz/BasS/WinS/SanS, which naturally includes any quests relating to missions like Apoc Nigh for another. These alone are far easier said than done and are realistic goals to achieve. If you started from scratch it would no doubt take the average player at least a year to complete the set. And a year is being very kind. It's assuming their only goal in life is to start FFXI and go straight for obtaining this armor set. The hardcore player would get it done considerably faster but that's the same thing as saying a casual player would take considerably longer. It doesn't really matter.
So there you go, a moderately difficult ie time consuming quest to accomplish that's geared towards the average player and not hardcore player, and for many if not most people who would complete it they already have a pretty good jump start on it and would get it done for sure within a few months or less. On average they would probably need to cap craft skills across the board, cap all combat and magic skills, and get all the quests done. So... many... quests...
Now getting the upgrades(for hardcore players) to these can entail whatever difficult task or simply TotM kill untold numbers of monsters. But the base pieces are as simple as above, and as weak as the hat(yet useful in some manner) currently is for our current levels. Also, the upgraded hat should be as simple as 99 for all 15 jobs. Perhaps they should upgrade all of this to all 20 jobs since ToAU and WotG are going to be involved and the extra 5 jobs can wear the hat anyway so whatever. The other stuff I think is in line with what you were saying, like learning all spells, maxing merits, etc.
But, if you really want TH4 on those feet then I had better see the most difficult quest ever to obtain them(I'm humoring you here). 100% completion in the game should about do it. That includes earning all 20 relic and mythic weapons. Yeah, good luck with that one, kids. I hope you enjoy your THIV.
Special note* When I say average I mean your average hardcore player. People who have jobs and the like and don't spend 24 hours a day playing. Myself would be an average hardcore player. I don't really play any other games, and this has been more or less true for 7 years now. Obviously the overall average player is never even going to be in the position to do this quest as it requires all jobs to max.
