Yer, they should allow skillupses in Campaign, as has been mentioned plenty times; I'm sure they've seen at least some of them. I really can't think of a reason why not to, still. There has not been a definite-no at least, so that's something.

Moreover:
That one has quite a lot of suggestions, including this one, and there was another one but I can't find it from my subscriptions and not inclined to search for it.
Would be nice to at least get a reason as to why the skillupses are a no-no.

I'm trying to keep myself optimistic about this though.
