There are obviously NPC's who SHOULD have raise available, but never cast it. One example, 1st Iron Musketeers... casts Protect 4, Shell 4, Diaga 2, and tier2 elemental spells. They SHOULD have Raise in their spell list, but will not cast it on players face down at their feet.
