    Graphics performance works very bad

The issue is that the graphics work very bad. I try to configure them with the config utility, but it doesn't change. I have the resolution config at 1600 x 900, but it works in 800 x 600, the textures are very poor and in general it looks very bad.

I bought the game yesterday, and since then it works like this. I have the game in PC and I'm using an nVidia GeForce 9600 GT in a Win7

What settings are you changing to what numbers?

The "overlay" setting is for windows and such and is also the size of your window in windowed mode.

"Background" is for the actual 3-D graphics.

Currently, there are a lot of bogus numbers listed under "background." The only actually valid numbers are the "doubled" numbers, such as 512x512 and 2048x2048. Everything below that is a glitch and I personally have no idea what they do.

think it defaults to 512/512 background or something really low like that--so if you haven't raised the background setting, you are taking that low 3D resolution (background) and stretching everything to your higher overlay (foreground). Set background to be equal to your foreground (or higher). A 2:1 ratio makes for sharp details, but it may hurt your framerate, depending on your system specs.

If you want to try the oversampling for the FSAA, go /heal inside a telepoint crystal (crag of Dem/holla/Mea) while in first-person view and pan your camera around and such to see if you notice a lot of skipping/lagging frames. It will be most noticeable while you are looking down into the base of the platform while standing inside the crystal. If the animation isn't smooth, then your system may have a hard time with the higher background resolution in heavily populated areas (abyssea camps, besieged, Jueno, etc.).

I use the game with Steam, the problem is that I run the FFXI config, change the settings but nothing happens. I'm telling you how I have it configured.

    General:

    x Enable MIP Mapping

    Screen Size:

    Overlay Graphics Resolution - 1600 x 900

    Background Resolution - 1600 x 900

    Textures:

    Texture Compression - Uncompressed

    On Screen Maps - Uncompressed

    Effects:

    x Enable Bump Mapping

    Environmental Animation - Smooth

The game looks really pixelated with a very low resolution. I try to change the settings but nothing happens... :/

Either it isn't saving the registry keys (or not saving them properly), or your graphics card may have a LOD bias setting that is overriding it (forces the distance where lower bit maps start rendering--push it too far and you get Virtua Fighter style "blocky" graphics).

Think you have to use the tool under the Steam folder off the start menu
(something like Program Files/Steam/steamapps/common/ffxi/SquareEnix/FINAL FANTASY XI/ToolsUS).
If you still have the original Playonline folder, it may not be tweaking it right for running it through steam, not sure. You also might want to right-click the tool and run it as Admin too if on Vista/Win7, just for good measure.

I'd double check the registry keys to make sure they are set properly. Normally (in XP at least), they're under:

    HKEY_LOCAL_MACHINE\SOFTWARE\PlayOnlineUS\SquareEnix\FinalFantasyXI

Depending on your environment (x64, Steam, etc) this path may be different though:

Like I said, that is an invalid entry, and it's a bug that it's listed at all. The only valid options are at the top:

    256x256
    512x512
    1024x1024
    2048x2048

You can actually use other entries. You just had to edit the values directly in the registry before they recently added them to the drop-menus. I used 2048/1536 and 1024/768 for years before I got my LCD, after that I used 3840/2160 and 1920/1080 until I got tired of the framerate drops in some abyssea camps and I switched it to 1:1 at 1920/1080.

Now, there may be a bug with them not writing properly to the registry--that's why I suggested to double check the registry keys to make sure it is taking them. If they aren't saving properly...just double click them and put in the right values.
