You know they will and yeah it's really damn annoying. I really hate random crap, friend got the best possible augments in a handful of synths, i'm well over 100 and still don't have what I wanted.

So long as they keep soul-crushing "Pop" rates and a 0.0001% Drop rate on the armors you need I'm totally game for this.
The only thing i want at level 99 is to be doing salvage again 7 days a week for 3 years to upgrade my Usukane Feet to level 76, then spend the next 4 and a half lifetimes getting it to 77!

But seriously, there is not abjurations to make tatters for Salvage armor, so either you're going to scrap 15/25/35 pieces into tatters, or they're going to expand salvage for ~90+. I'm betting on the side of Scrapping 15/25/35's, But i would not be surprised if they recycled the most soul-crushing low-drop-rate time-sink anger-filled curse-word-spewing event in all MMOs.

Ideally, salvage upgrades would use both. Magian trials to increase them to lvl 90/95/99, and then customized using random augments.
Together with tweaks to the accessibility of NMs, it could mean a revival of salvage. (So you'd still need to choose paths, but NMs or specific armor pieces would have a high rate of encounter, rather then the obscure sightings now. Like, enter salvage on a specific day and you have a 100% chance of encountering a specific NM on floor x.)

The way I would do it is to expand on how Zhayolm Remnants works. New higher level normal mobs could be popped when certain actions are taken or conditions are met, further conditions/actions taken with these high level mobs would cause new NM's to pop which drop the items used to upgrade Salvage armor. Each piece would require 4 items, one from each area. The items would range from having a 5% to 20% drop rate. Each NM would drop 4 items, one 20% item, one 15% item, one 10% item and one 5% item.
