That's just the date the Level Cap Increase was announced. That isn't the date of the patch. It will most likely be the first or second week of September. Remember that the earthquake back in March in Japan and the subsequent downtime also pushed back all of their plans by about a month.
Did the roadmap come out before or after the earthquake? I could have sworn it came out after.
