Mostly everyone I know has access to a character that is not their own. Their friend has given them permission to access their account and use them to do stuff on their character for their own benefit, what is essentially, Dual-Boxing, playing 2 characters simultaneously.
Now my friend quit 2 years ago, and I have maintained his character, leveled him up, and used him as a second account that I pay for and play with. I have a SE Account on my main and am European, my friend's account is Canadian. I haven't had a problem at all over the last 2 years about paying for him in Canadian dollars converting my money in the process.
Now this Account transfer process is telling me that I cannot link his POL ID to my account because it's not in my region. I have been forced, far earlier than I intend to, to try this process because the account has the POL-5312 (The Square Enix ID, Square Enix password, or one-time password entered is incorrect) error appearing every time I try to log into him since the last billing cycle (start of August) has occured. I have tried multiple ways of correcting this, but cannot seem to find a solution. The account is not linked, by me, to a SE Account, and it was not linked by the original owner of the account to a SE Account, ergo, something is up.
Furthermore, even if I get access to this account again, it would appear as though I cannot link this account to my own because we have different country of origins. Therefore, I cannot play this account.
Now, am I missing something, or is SE really pushing me to not be able to have access to a US/Canadian account if I am in the EU, and likewise I'd imagine, visa versa, because I know one thing for sure, if that is the case, then they've lost my money for good. And althought I may but one mule, I am sure I won't be the only one.
