Sounds like my idea of an Atma of the Weapon Master (gives access to all weaponskills for the equipped weapon, increases WS accuracy and WS damage.)

As for equipment, you can't put them on armor, they have to go on the weapon. Glory Slash on Lex Talionis, Knights of Round on Corbenic Sword, etc.
