1.Initiate the quest "Trial by Lightning"
2.Ask Ramuh if he could please loan you a Whsiper of Storms for a little while
3.While the ferry is docked in Mhaura, brag about your accomplishment to Ripapa
4.In the vision of the Cloister of Storms that follows, notice the ferry masts sticking up in the background. They will even move at the same time the ferry departs Mhaura!

my GF actually has a SS of the entire ship being visible from inside the Cloister lol...

Wonder if they'll ever fix it?! Why can't i ride the Astral Ferry
