Well, there are other options. Gaiters, Wyrmal Legs, Dune Boots, Strider's/Trotters, Skadi feet, Ninja Feet. Mazurka helps, Flee definately helps (I've level mules to 36thf/18Blm just for getting around faster). And getting 25 Thief these days, what, 10 seconds?
Really, for just city use, what's wrong with Sprinter's Shoes? Although I guess the nice part about what you're talking about is that they'd stack with the effect of Sprinter's Shoes, now that I think of it.

"Other options" have already been accounted for...and obviously, I do not appreciate those. Most of those are incredibly different than a simple quest for cities only. Most of those work anywhere/everywhere, in terms of equipment. Job abilities and spells...I'll just disregard those. I'd still like something, particularly for Jeuno and Aht Urhgan.

I have ****ing Talaria, don't give me this bull****. And my federation aketon stacks nicely with it. rofl
I leveled brd just so I could run faster. You should concider it.
I've always felt players should get a "Dash" button inside towns for flee speed at any time (in towns).
So, (in towns), players could get things done on any job, fast.
Aketons can be kept around for the crystal rate drop increase. Other sources of movement speed can be used outside of towns. Towns are a place you're not going to be able to "exploit" the movement speed thing for anything. No monsters to worry about outrunning. I don't see the great harm.
Personally, I use Dancer/Thief with Tandava Crakows for all of my traveling. Flee and Chocobo Jig enhanced by the shoe speed between Flees, get me everywhere I need to go... but I'd still like "Town Dash."
I'm all for new items with movement speed bonus and I do think the current ones are not enough.
Sprinter's Shoes or Swift Shoes + Ninja's artifact boots are getting close to what I would be satisfied with, especially the full boost from Swift Shoes... it's fun. ^^
But it takes a while to get up, and it does not work everywhere, and you have to actually have the Kupower in effect, AND the effect wears off when changing job, among other certain actions.
Of course, with items that give a 'permanent boost', i.e., non-quickening which is removed in battle, they can't add much more, or at least the 12% is pretty much the maximum I guess, due to the effects against monsters for example.
One thing I still don't quite understand, is that why the bonus from A Shantotto Ascension pants is just 8%, often barely noticeable. I think it should be at least that 12% from those as well, would anyone have anything against it?
Surely I'd take more, but I guess when getting closer to that 25% we're getting to Ninja's territory... or something...

One thing about the Aketons; not only do they take much needed room from one's baggies, they also cost quite a lot of Conquest Points, which are not accumulated at all for some, and while not completely impossible to get that amount of them if you really go for it, the price could be, say, 10k like the versions in the Wings of the Goddess areas are.
On another note, I would like a Red Mage spell that hastens movement-speed (quickening?).
I would probably prefer if it did not wear off in battle, too!
Might bee a bit too good to bee, but well, I can always hope for it. As of late I have not been going around as a Red Mage too much though, but I'd still want it, dang it!
Could use for traveling, or other things via support job since it would be perhaps a level 40 or even 45 spell. ^^
