If anything this new system will save money, you can reactivate a new char on say the 29th of a month and not have to pay the full-monthly fee for the 1-2 days before its the 1st again.

You're not. Except for this one recent incident (which they fessed up to right away), an actual double billing is an extremely rare occurance. Failing verification does not result in new charges. Please review your fees in the viewer before throwing stuff like that around.
