you need to make sure you are reading them correctly:
Occ. maximizes Magic Accuracy +3% means you have a 3% chance to have max magic Acc

Occ. grants dmg. bonus based on TP +5% means you have a 5% chance for TP to modify your atk. Meaning if you sit at 300tp your attacks will do 4x the regular dmg 5% of the time

I think it's actually 2x with 300TP. It kind of sucks.

Read them like this:

Occasionally gives Elemental Seal Effect 3% of the time
Occasionally Enfeeble immune 5% of the time
Occasionally Doubles damage at 300TP 5% of the time
