Unable to finish quest "The Gustaberg Tour" when all jobs greater than level 5

Steps:
1. Level all jobs above level 5
2. Flag "The Gustaberg Tour"
3. Forever be unable to complete "The Gustaberg Tour" and finish your Bastok quest log because you can't even delevel a job below 30 anymore and you can't sync below Level 10.

Sorry to say this is not an In-Game Bug. It's an In-Game annoyance to be sure, but with 20 jobs there had to be a point where you could have completed this. There is also a Sandy quest that if you complete it marks you as a traitor and loses you rank points or even a rank (can't remember). More than likely there is something similar for Windy. Maybe someone else has some advice to give.
