The way in which sublimation works (from Wiki):

Charges until MP stored is 25% of your Max HP or HP is less than 50% (with stoneskin that won't be an issue, unless you get damaged)
At level 35 it will be 2HP = 2MP/tick
At level 90 it will be 7HP = 7mp/tick

Sublimation always takes 2 HP, no matter what your level is, or how much MP you get back per tick. At level 90, you get 7 mp/tick from losing 2 hp.
