As far as I know loading prio currently works on pure distance, although targetting something seems to make it load instantly too.
It actually loads enemies first. Something that is obvious while doing Besieged and you see monsters much earlier than you see other players or the generals. I always wished generals were highest prio, so you could actually heal them. Secondary I wanted party members so I could heal those.
