This makes no sense, I can use fragments of traverser stones to extend my time, but not entire traverser stones. I don't even need the conflux surveyor to to use the fragments, why do I need him to use the stones?

Therefore, it just stands to reason that they would not willingly allow you to do something that would potentially put you at the same risk.

Go back and read it all again, and think about what they are saying and apply it to what they do. Their actions are in line with their words.
I'm getting tired of repeating myself. I don't care which part of the lore affects what, the system as it is currently designed is retarded and near useless. If the lore is to blame for this then so be it, the lore is retarded and should be changed also.

However, I am not of the opinion that a change would be in violation of the lore. All it would require is adding an (EDIT: 3, actually) extra line of text:

NPC> Are you super duper duper duper sure you want to extend your stay, even though we've warned you of the risks, which aren't really risks since you can stay inside forever anyway with no repercussions at all?

    ME> Yes, I'm sure.

NPC> So be it, you gain 48 additional minutes of visitant status.
