Another solution would be to factor the level scaling into the entire system, so weaker assaults would still be 75, stronger ones 99 and the strongest ones 119.

The battle is only ever lost if no one / almost no one shows up.
It's nothing new though, and its not like we've never had to deal with that since the ilvl era.
Gear stripping also became less annoying with the advent of gear sets as you didn't need third...
I cant imagine why it would be designed as lv99 but not item level content. Lv99 would still be trivially easy unless no one with item level gear showed up.
