I've looked and read and tried it ...I can't figure that Cardinal Chant does ANYTHING useful. its doesn't seem to affect accuracy and the description doesn't make much sense if it's taking about...

I'm sure someone has said it somewhere but how about a Rapture II stratagem that uses 2 charges and is a 75% bonus? It would give SCH a little kick while burning up stratagems faster so they wouldn't...
