DirectPlay is a networking component that was at one time part of DirectX (along with DirectInput, which has been superceded by Xinput). Some games used it for their online play support.
Make sure you have the DirectPlay legacy component installed in Windows.
In Win11, just type "windows features" into the start menu and hit enter. expand "legacy components" and check DirectPlay.
The version of POL in the screenshot above is out of date.
Make sure you install from the newest installer found on the official website. don't install from the discs or from Steam.
