Leave elemental perp cost as a merit, make them actually worth using... Then add a T3 Merit category that includes things like "Reduced Summoning Cast Time".

To be fair, Thunder, when you finished your DP alexandrite was A LOT more plentiful than it is now. There is definitely a problem for people who are sitting 50% alex handed in or so and can't find...

Doing salvage isn't an efficient way (anymore) for 2 reasons:

It was suggested on Bluegartr that Cat's Eye is just a mog bonanza prize, and the dats point towards handing it in completes the quest, but does not return any of your existing alexandrite :(
