-edit- nevermind i was just only in town during the day lol
While I think it's cool, as are the new tunes heard during The Voracious Resurgence, I feel they all have more of an XIV feel than XI feel, but eh... maybe it's just due to how long it has been since we got new music... hmmm.
I also like the pumpkin hunt, even if there's not all that much to it.
Nah, the instrumentation is a little different from typical but it still has that slightly odd quality to it that every track in the game has. I.e. I can tell it was produced with the same sounds/tools used through the game's history.
Definitely not typical FFXI music, but I can listen to two bars of it and tell you it was made for FFXI.
Naoshi Mizuta composed the music, he created the music for both games.

I know they've done a lot for both, but certainly not all of the tracks, and I'd be very interested to know where you got this info from.
Regarding The Voracious Resurgence, all I've seen about that so far is Matsui talking about how he "ordered the new BGM from Yoshida" [1] (or something along those lines). I'm looking forward to seeing the Japanese digest from the most previous update to appear at the FINALFANTASYXI YouTube channel, mostly to see if they mention anything more specific about the "Devils' Delight" there.

Thank you, though this still leaves us assuming things (no matter how obvious, I just like it when things are properly documented).
The sound work from XIV 2.0 on is Uematsu's work mostly. Prior to that Mizuta was definitely involved, and this is corroborated with the year listed
The way my memory has it, is that Uematsu did the original work to which others added later on, and Masayoshi Soken would do the majority of it since A Realm Reborn.
The wikipedia article on Music of Final Fantasy XIV [1] seems to at least mostly agree, so perhaps Soken is whom you were thinking of. This article also seems to have the tracks attributed pretty nicely at least for the OSTs that are available.
