Occ. maximizes Magic Accuracy +3%
Occ. inc. resist to all stat. ailments +5
Occ. grants dmg. bonus based on TP +5%
Does anyone know the percent activation rate on all of these, and if they are equal/different?
I haven't been able to find any tests.

3%, 5%, and 5% respectively.
There's no % on the occ. increases resistance.
Leading to my confusion, I also know the +5 refers to potency like all the other augmented items.
you need to make sure you are reading them correctly:
Occ. maximizes Magic Accuracy +3% means you have a 3% chance to have max magic Acc
Occ. grants dmg. bonus based on TP +5% means you have a 5% chance for TP to modify your atk. Meaning if you sit at 300tp your attacks will do 4x the regular dmg 5% of the time
Alright, but what about the other...
the +5 refers to the bonus you reserve with it "occasionally activates."
?
Cant be. other wise if it proced when 0-100 tp, you would do less dmg then normal.
at 50% tp it adds 1.5 dmg (100% +50%)
at 100% tp it adds 2x dmg (100%+100%)
at 200% tp it adds 3x dmg (100%+200%)
Its the same as pup af3+2 armor.
Have you tested it? The only test of it that I can remember had it doing double damage at 300TP.
Also, it wouldn't necessarily do less than 100% damage from 0 to 100 TP. It could do 100% damage until 100TP, then scale from a mod of 1 to 2 between 100 and 300 TP. SE likes piecewise linear equations.
Augmented accessories don't give %'s as dictated by Shields with Shield Mastery +#.
And from testing naked, drk/pup in ballista, two resist silence+3 rings is waaaaaaaay more than 6%, more like 60.
We don't actually know what Resist Silence +1 does, and Ballista is a pretty bad place to test such things because (iirc) they superpower all resist stats in there.
The only "testing" I've really done with Resist stuff was with Atma of the Impaler/Harvester killing Hecteyes in Tahrongi. They cast Bind, Blind, and Sleep frequently, and I had Resist: Major for all three. It came out to a 50% "Resist" rate (N<100, all cases pooled), but that doesn't really tell us anything about how the trait works.
Regardless, I don't think that earring is particularly ambiguous. It's not giving you +5 to all status resists. It's giving you a 5% chance of resisting any status.
