Can't see spell effects while locked on to a target

Sorry if this has been answered elsewhere or if I'm just missing something obvious here..

Reinstalled the game recently and been getting used to everything again, but one thing I've noticed is I am not able to see any spell effect graphics while I'm locked on to a target. I mostly play WHM and BRD so I don't usually have to lock on, but when I'm soloing it's just kind of... odd not seeing any spells hitting.

I've tried doing the file check, updating video card drivers, testing fullscreen/windowed, reinstalling even. Nothing has changed. Is it possibly a conflict with my video card? I have an ATI Radeon HD 6850 by ASUS.

Any advice/suggestions? I'd rather not move to the Xbox to fully enjoy the game!
