Shout fonction

A way to make ppl going out of Port Jeuno or any city zone when abyssea wont be popular anymore would be to make the shout fonction able to see in all city zone.

list of the 30 city zones where we should see shout:

Jeuno: 4 zones
Bastok: 4 zones
Sando: 4 zones
Windurst: 5 zones
Mhaura
Selbina
Kazham
Norg
Rabao
Tavnazian Safehold
Aht Urhgan: 2 zones
Nashmau
Bastok
Past city: 3 zones


Also we need to be able to invite and ally ppl all around the world so we wouldnt have to gather in same zone and save alot of time.
