I don't want to try to divide the users into regions, but I think people who can't read for example french should be able to filter out posts from the french sub-forum when searching for new posts. And if you can't read japanese, maybe the japanese sub-forums shouldn't be at the top of the forum main page when you log in, and instead the language you've set as the default.
