I think it's because when upon initial pull, their levels and stats get adjusted accordingly to your content level setting for mobs in Limbus. I think I can recall another instance in a couple of RoV missions where the levels of Narakas and Panopts will change and be reduced if that person was on the appropriate missions requiring their kills
