This happens when too many people are accessing it at the same time, i.e. bots. You're on Asura, and that means unseen bots are more likely than not monoplizing it. It's not a bug.
Also, you didn't follow the proper bug report format as seen in the sticky thread. You have to do that or it will be removed to "not a bug report."
This would happen on any zone not just silver sea, but that's the one the bots use.
Not a bug. Instance is just congested.
