Trust information apparently wrong

Lays out the requirements for each Trust. One of which, for Cherukiki, says the following:

My experience, however, is that even if the cipher would have been given after completing the mission today Taillegeas will NOT give the Cipher before ALSO completing "A Ducal Hospitality"

I assumed that to be a bug, since it seems weird to have additional quest requirements, but that bug report was moved to "Working as intended"

So, assuming that it is working as intended, the information given by Trusts on this website is wrong and if one is wrong who knows what else is wrong.

Basically, if it's not a bug in the game it's an error on the website. One of which needs to be corrected. At present, I am still unable to obtain the Cipher and I don't even know if doing this new requirement will give it to me because the information is not accurately presented.
