Steps:
During the Starlight Celebration quest I was "hiding" from the Goblin Merrymakers while carrying a gift. I stood up against the non-target-able door of the "Federal Magic Reserve" facing away from the door to watch the Goblin Merrymaker go by. I strafed to the right a bit just as it was walking by and that's when I seemed to push through the water casks and fell right down into the water.
