add a Artifact & Relic reforge +2 &+3 upgrade materials storage NPC?

I like to see a new goblin NPC (or two) that handles storage of Omen Job Cards and Scales, while another npc handles storage for Dynamis Divergence Rusted/Black ID cards and Beastman/Kindred Medals. Job Shards and Job Void parts I don't know since there's 5 parts for each of the 22 jobs might be a bit too much for those, so maybe a good start for relic reforge +2 storage items would be just the Rusted/Black ID cards and Beastman/Kindred's Medals

my problem for Omen Scales is that they cannot be deliverable to same-account characters, so there's no way anyone can mule them, and yet Job cards can be mule-able. Is there any possibility of changing the Omen Scales to be send-able to characters on the same account?
