You are talking to the wrong NPC. Try talking to the advanced support npc, Panja-Nanja, if you want recommendations that are higher level than your current level.

Crafting/synthesis NPCs work the same way. You have to talk to the advanced support one to get higher lvl targets. Normal support NPCs give you recipes at/under your current level.
