Fishing guild programming error

The Guild Craftsman Degong gives advice on which fish an adventurer should catch.
Why does he advise you to catch fish with a cap below your current skill level?
Other than having fun catching fish that cannot increase your skill level it is a total waste.

Follow the template in the sticky, or it's not a bug report and will get trashed.
